Public Policy Expert

**Summary: **

Position Title: Public Policy Expert Contract Type: Part-time (20 hours per week) Location: Hybrid Reporting to: Project Manager Duty Station: Tripoli, Libya (with the possibility of trips across Libya) Area of Operation: Libya Employment Period: 6 Months (with the possibility of extension up to 18 months, subject to successful probationary period) Starting Date: tbc.

**Purpose and Scope: **

The Public Policy Expert will focus on research, analysis, and the development of insights regarding digital rights, cybersecurity, and privacy-related policies and legislation. They will identify gaps, recommend policy changes, and support the creation of various materials to inform and influence policy discussions. Participation in stakeholder consultations and meetings will be crucial to communicate and advocate for the recommended policies.

**Key Responsibilities: **

Research and Analysis: Conduct thorough research and analysis on digital rights, cybersecurity, and privacy-related policies and legislation at various levels. Assess alignment with international standards and best practices, identifying gaps and areas for improvement. Policy Recommendations: Develop recommendations for policy changes to enhance alignment with international standards. Provide expert insight and advice on the practical implementation of suggested policies. Develop policy and law drafts as explained in the project proposal. Development of Materials: Support the development of policy briefs, position papers, and other materials to inform and influence policy discussions. Collaborate with other team members to ensure materials are accurate, comprehensive, and persuasive. Stakeholder Engagement: Participate in stakeholder consultations, workshops, and meetings to present and discuss policy issues and recommendations. Engage with various stakeholders, including government officials, private sector representatives, and NGOs, to promote understanding and acceptance of policy recommendations. Other: Additional organizational tasks contributing to project operations.

**Qualifications and Experience: **

Education: Master's degree or higher in Public Policy, Law, Political Science, or a related field. Experience: Minimum of 5 years of professional experience in public policy, preferably related to digital rights, cybersecurity, and privacy. Skills: Strong research and analytical skills, excellent written and verbal communication, ability to work collaboratively.

**Other Requirements: **

In-depth understanding of international standards and best practices related to digital rights, cybersecurity, and privacy. Ability to work in a multidisciplinary and multicultural environment. Availability to attend relevant meetings and workshops, possibly including travel. Fluency in Arabic and English.

**Compensation: **

Salary commensurate with experience. Note: Every employee is responsible for paying their income tax, social tax, and healthcare insurance as per the applicable laws and regulations.
